Tax Rate
The tax rate of $0.9904 per $100 of value has been set for 2024-2025. This includes Maintenance and Operations at $0.6788 and Interest and Sinking at $0.3116. The tax rate adopted by the Channelview ISD Board of Trustees and the value place on your property by the Harris County Appraisal District determines the amount of taxes you will pay.

- Please include the CISD account number on all checks if possible or send the printed statement with your payment. This will ensure proper posting of payments.
- When a check is returned to us, it involves a great deal of time and work to adjust our records. This increases our cost of operations. To be fair to all taxpayers, we must set up policies to keep our cost of operations at a minimum. A fee of $30.00 is now required on all returned checks per return. You WILL NOT be able to make any payments on the referenced(s) account(s) with a personal check, online, or over-the-phone payments for 2 years. When this occurs, we CAN NOT ACCEPT FUTURE CHECKS OR ONLINE/PHONE PAYMENTS but MUST HAVE CASH, CASHIER'S CHECK, or MONEY ORDER ONLY.
- Payment of taxes, penalties, interest, and costs must be made with United States currency.
- Please note that Channelview I.S.D. collects it's own taxes and does not collect taxes for any other taxing entity.

Mail Via U.S. Postal Service
Channelview ISD will honor US Postal Postmarks. Metered mail dates will not be considered. If you are mailing your payment on December 31st or January 31st, the district suggests you have the Post Office hand stamp the date on your envelope to ensure a valid postmark. The same applies for the end of each month thereafter.

Taxpayers may drop off payments before, during or after business hours in the drop box located to the right of the Tax Office door.
Quarter PaymentIf, before January 1st of the current tax year, you are disabled or 65 years of age and are qualified for the OVER 65 or DISABLED HOMESTEAD EXEMPTIONS, you may make your payments in four equal installments without incurring penalty and interest, if paid in the following manner:
1st payment due by January 31;
2nd payment due by March 31;
3rd payment due by May 31;
4th payment due by July 31.
Payment Plans: If you are delinquent on your taxes and need to work out a plan to pay your taxes please contact our office to see if you can establish a payment plan.
To print a copy of your receipt please access your account by one of the methods indicated above. Go to “Details” and the select “Payment History”. You can then select the year of the receipt you wish to print.
The Appraisal District identifies property to be taxed, determines its appraised value, whether to grant exemptions, the taxable owner and address, and which taxing jurisdictions may tax the property. For information on VALUES, EXEMPTIONS, OWNERSHIP or ADDRESS, please contact the Harris County Appraisal District at 713-812-5800 during business hours.
Exemptions reduce the taxable value of your property. This
lowers your tax amount. Some of these exemptions are:
State Residential
Homestead: 100,000 - Available for all homeowners on their residence as long as
they lived there on January 1st of the tax year.
State Disabled Homestead: 10,000 (Does not apply if over 65 is taken) - Can be taken in addition to the homestead exemption; available to those who qualify according to specific guidelines.
Disabled veteran or survivor - Can be taken in addition to the homestead exemption, according to a disability rating. This exemption can be taken on any property in Texas; it is not limited to the homestead property.
100% Disabled veterans - Can now apply at the Appraisal District for 100% homestead property tax exemption. Contact your local Appraisal District to see if you qualify for this new exemption.
State Over 65: 10,000/Local Option Over 65: 30,000 - Can be taken in addition to homestead exemption on residence. Homeowners over the age of 65 may also arrange for a Tax Affidavit Deferral, You may choose to defer the collection of taxes if you own and occupy your residence and taxes are delinquent; however, a tax lien remains on the property and interest of 8% a year continues to accrue.
Tax statements (bills) are mailed each October/November of the Tax year and are due on receipt. To be considered timely, the written and numerical amount must accurately reflect the amount due, check must be signed by an authorized account holder, and or payment must NOT be returned unpaid by a financial institution. Payment of taxes must be postmarked before the specified date (January 31st). If a taxpayer has not received their tax statement by November they can call the tax office to have one faxed or mailed to them. Taxes are delinquent on FEBRUARY 1 of each year and subject to penalty and interest and subject to a possible lawsuit. If your account has been certified late by the Appraisal District after January 10th due to property value appeals your due date will be listed on the statement provided and you will be given 21 days to pay from the date of billing. You can provide the Tax Office with prepayments of an anticipated tax billing to ensure that your payment will be posted timely. Channelview ISD does not accept partial payments on current year taxes.
Failure to receive a tax statement does not affect the validity of the tax, penalty, interest, due date, the existence of a tax lien, or any procedure instituted to collect a tax. Texas Property Tax Code Sec 31.01 states that failure to receive a bill does not change the due date or waive the penalty and interest. It is the property owner's responsibility to know when taxes are due. The district will make a reasonable attempt to mail tax statements to the address provided to us by Harris County Appraisal District. If ownership changes or mailing address changes have not been made with the Harris County Appraisal District, you may want to do so immediately, to ensure that all bills will be mailed to the correct owner and address. As stated earlier, the Harris County Appraisal District is the only authority that can change CISD tax records.
State law requires that the postmark on the envelope for mailed payments determines the time period that the payment is considered paid. If you make your payment online via credit card or electronic check, it is considered the time of payment on the Internet. If you pay in person it is the day you bring in your payment.
The person who owned the property on January 1 of the tax year is personally liable for the tax, even if he/she sold the property during the year. Let the buyer beware, however, the lien follows the property.
As a new property owner, taxpayers should contact Harris County Appraisal District to ensure that new ownership is recorded and verify the correct mailing address. Also, taxpayers should check the property value and apply for any exemptions that they may be entitled to. This may or may not have been done at closing, but it is in your best interest to verify that these things were done. If you have purchased a new home at any time during the year, you will be responsible for paying the taxes. Do not assume that the Title Company, Mortgage Company, or previous owner paid the taxes. If your mortgage company is suppose to be paying your taxes, you will want to verify that indeed they did set up an escrow account for you and that they are aware of all the taxing entities that will be taxing your property. Taxes vary from state to state and many mortgage companies are not familiar with Texas taxes and may inadvertently overlook some taxes, especially school taxes. School taxes are usually the highest taxes so it is in your best interest to ensure your mortgage company is aware of all taxing entities. Residents of Channelview typically have three (3) taxing entities: ISD, MUD, and County.
In the state of Texas any Tax Agent, Mortgage Co., or Tax Service must request your tax bill annually, even if they had requested your tax bill in the prior years. If your mortgage company requests your tax bill, the original bill will be sent directly to the mortgage company. If your mortgage company did not request your bill prior to printing, the original tax bill will go to the property owner. Sometimes mortgage companies do not request the tax bills until after we print and mail the original tax bills. We will honor any mortgage company's request for a tax bill. If you receive a bill and your mortgage company is paying your taxes, you should write your loan number on the bill and forward it to your mortgage company's escrow tax department. By doing this, you can confirm that your mortgage company has received your bill.
Attention Mortgage Company
Written request for tax bills must be received in our office no later than August 31st to ensure timely mailing of requested bills. All tax bills not requested by that date will be sent to the property owner. If you request a tax bill and do not pay that tax bill, you are required to forward that tax bill to the property owner within 30 days of receiving the bill.
If you have entered one of the payment options to pay your taxes in installments or your account is delinquent you may pay your taxes in partial payments.
A tax certificate is a certified document showing all delinquent taxes and may include current taxes. If delinquent, the certificate shows penalties and interest that are due according to tax records. The fee to obtain a certificate is $10.00 per certificate; prepayment in cash, money order or cashier’s check is required.
- Manufactured homes that are declared as personal property are taxed separately from the land. If you own a manufactured home and rent a space in a mobile home park or from another landowner, you should be receiving a separate tax bill for your manufactured home. If you are not receiving a separate bill, contact our office so that we may search for a tax account and instruct you on how to have the manufactured home added to the appraisal roll with Harris County Appraisal District Office.
- Before you buy or sell a used manufactured home, you should check the Texas Department of Housing and Community Affairs(TDHCA)-Manufactured Housing Division ownership and lien information. You should also check for delinquencies with the local tax office(s). It’s important to do this research because you may not be able to update the Statement of Ownership (title) until the recorded liens have been released and taxes have been paid through the date of sale. Our office does not update manufactured home titles. Ownership and location changes must be recorded with the Texas Department of Housing and Community Affairs(TDHCA)-Manufactured Housing Division.
- No change of ownership or location is complete until you have, both, updated the Statement of Ownership with the Texas Department of Housing and Community Affairs(TDHCA)-Manufactured Housing Division and informed the Harris County Appraisal District Office of the changes. If the changes are not properly recorded with the Harris County Appraisal District Office, sellers may find themselves being sued for taxes incurred after they sold the home and buyers may be faced with unexpected tax bills for prior years omitted from the tax roll or that had invalid exemptions.
- When a property
owner submits an application for a Statement of Ownership (title) to the Texas Department of Housing and Community Affairs(TDHCA)-Manufactured Housing Division, that office may request that the applicant also submit proof of property tax
payment. In order to satisfy this requirement, the property owner may contact
our office for any of the following: The release of a tax lien, an estimate of the
current year tax amount, a receipt on the Mobile Home Escrow payment or
Statement From Tax Assessor-Collector Form 1076.
You can pay off the overdue amount to redeem the home before the sale takes place. You will have to pay off the taxes, interest, penalties, judgment, and any attorney fees. Only cash and certified funds are accepted as payment.
